Façade inspection support in Singapore.

A note on terminology

In the strict Singapore sense, "façade inspection" refers to Periodic Façade Inspection (PFI) — the legal requirement under the Building Control (Periodic Inspection of Buildings and Building Façades) Regulations 2021, administered by BCA. PFI must be planned, directed and certified by an appointed Competent Person (CP). Building owners should appoint the required CP under BCA's PFI regime; our contractor scope is delivered under the CP, consultant or QP's direction where statutory inspection is involved.

This page describes our role as a façade contractor: close-range access support, rope/height-access support, visual and photographic documentation, tapping checks, defect recording and rectification works. We do not act as the appointed CP, nor do we independently certify or sign off statutory PFI compliance unless that role is separately and explicitly agreed.

What we inspect

A close-range condition check is most useful when it is exhaustive and consistent across elevations. Our crews cover the components that typically generate defects on Singapore buildings:

  • Aluminium composite, GRC, stone and metal cladding panels and their fixings
  • Plaster, brick and precast masonry walls — cracking, hollowness, render delamination
  • Sealant joints around windows, panel-to-panel and slab edges
  • Window frames, glazing, gaskets and ironmongery
  • Canopies, sun-shades, external screens and decorative elements
  • Parapets, copings, drips and roof-to-wall junctions
  • Painted finishes, signage anchors and external services penetrations

Method

How a typical inspection is run.

Pre-inspection survey

Walk-down of elevations, review of as-built drawings, identification of anchor points and selection of access method.

Close-range visual

Inspectors examine each elevation grid from rope access, gondola or boom lift — typically at arm's length.

Defect capture

Each defect is photographed with location reference, condition note and severity rating against the elevation drawing.

Engineer handover

The compiled record is delivered to your engineer or Competent Person for review and sign-off.

Where we fit in the inspection regime

Singapore building owners of older or larger buildings are required to commission Periodic Façade Inspection (PFI) under regulations administered by the Building and Construction Authority. The PFI must be planned, directed and certified by a registered Competent Person (CP); statutory submission rests with that CP.

Our role is not to replace the appointed CP. We provide the trained crew, the safe access, the photographic record and the defect documentation that supports the CP's PFI workflow. If you have not yet appointed a CP, building owners should do so under BCA's PFI regime; we can suggest engineers we have worked with previously.

For routine façade condition checks that fall outside the statutory PFI regime — for example, a managing agent reviewing cladding fixings, sealants and paintwork on a rolling cycle — we can deliver the close-range condition check, photo records and report in our name. These deliverables are condition checks; they are not a substitute for a statutory PFI report.
